Joint venture Eventis Mobile designated winner of the tender for third GSM mobile telephony license
Joint Venture Eventis Mobile SRL was designated the winner of the tender for the third GSM 900/1800 license, announced the National Regulatory Agency for Telecommunications and Informatics (ANRTI) on Tuesday, December 26.
The offer of the second tenderer in the final stage of the tender - Vimpelkom (Beeline) from Moscow, Russian Federation - accumulated fewer points than its competitor.
Chairman of the tender committee Stanislav Gordea, deputy director of ANRTI, stated that the decision to designate the winner was taken based on the assessment report of the offers submitted by the two candidates. Gordea noted that the assessment was done by appreciating the technical, value, and managerial characters of the offers based on a point scale. Thus, Vimpelkom accumulated 345 points, while Eventis Mobile accumulated 362 points.
Asked by journalists, Director of Eventis Mobile SRL Iurie Ceban, specified that Eventis Mobile SRL is a Moldovan-Cyprus joint venture, whose control shareholding (51%) belongs to Eventis Telecom Holding Ltd from Cyprus. Also, Eventis Telecom Holding holds assets in the telecommunications of Kyrgyzstan, Kazakhstan, and Uzbekistan. Among the basic activities of the holding are mobile and fixed telephony service provision, data sending, and Internet access.
The director of Eventis Mobile SRL stated that the company plans to launch its mobile telephony network in 2007, so that by the end of the year it should have around 80000 users. Thus, Ceban specified that Eventis Mobile SRL intends to invest around US$100 million in the development of their mobile telephony network by 2010.
The company director stressed that the mobile network of Eventis Mobile SRL is to be built based on equipment and soft provided by renowned companies. The key equipment supplier is to be Nokia Corporation.
Victor Levinta, representative of the Russian Vimpelkom (Beeline) company from Moscow, refused to comment on the decision of the tender committee which rejected their offer.
The fee for issuing the third mobile telephony license was established by Government decision in the amount of US$8 million. According to the government decision, the license beneficiary shall deposit on the account of Ministry of Finance, the equivalent of US$4 million in lei within a 30-day term after ANRTI adopts the decision to grant the license. The remainder of the sum is to be deposited during the next two years in equal shares.
At present, there are two GSM mobile telephony operators functioning in Moldova: Voxtel and Moldcell companies, which paid a license fee of US$8 million each earlier. // BASA-Press
